• Municipalities, public hospitals, universities, and regional governments with land and energy needs;
• Motivated by local decarbonization targets and citizen services with low financial participation and no impact on public price (e.g. EV access);
• Use case: Solar carports on public parking areas with public EV charging and surplus resale to the city.
